Navistar to relocate, stay in Illinois

Navistar will keep its headquarters in Illinois and is moving forward with plans to expand state operations, the company announced Wednesday. The moves are expected to result in the creation and retention of 3,000 permanent jobs and 400 construction jobs over several years. Legislation that Gov.
